The “Venezuela Report 2025” exposes systemic repression, legal persecution, and the erosion of democratic freedoms under Nicolás Maduro’s regime.
The Foundation NewGeneration is proud to announce the publication of its latest investigative report: “Venezuela Report 2025: Mechanism of Control by the Venezuelan Totalitarian Regime over Its Citizens.” This in-depth document provides a comprehensive analysis of how the Venezuelan government, under the leadership of Nicolás Maduro, has institutionalized a sophisticated system of political surveillance, social coercion, and legal repression within everyday life.
The report reveals how community structures such as the CLAP (Local Supply and Production Committees) and UBCh (Bolívar-Chávez Battle Units) have been transformed into instruments of state control—mapping, classifying, and conditioning citizens based on their political affiliation. It also examines the far-reaching implications of the 2024 “Simón Bolívar Organic Law Against the Imperialist Blockade”, one of the most repressive legal frameworks in Latin America, which criminalizes dissent, free expression, and international advocacy for human rights.
The Foundation NewGeneration would like to acknowledge the valuable contribution of Mario Ramírez, a dedicated volunteer whose research and fieldwork played a crucial role in the development of this report. The project was coordinated under the leadership of Quelwys Bolaño, our Counselor for Latin American Affairs, whose expertise and commitment ensured a thorough and principled approach throughout the investigative process.
“This report is a call to action,” said Foundation President Víctor Manuel Dueñas. “It not only documents human rights violations and democratic decay but also urges the international community, particularly the European Union and the Organization of American States, to stand with the Venezuelan people in defense of freedom, justice, and dignity.”
